Add pre/post build actions to Labview Package build spec

I propose to add pre- and post build actions to the LabVIEW package build spec as already present in e.g. executable build spec

I wonder if the reason this not present is that you are basically forced to use another Build Specification to populate your NI Package. I am not sure what I would use pre-build action for, but I could definitely see the post-build being helpful (copy package to another location, register to an additional NIPM feed, email the world of your new amazing improvements)

A pre-build action for a package could e.g. be to update the version number or description

I would further add that this would be a nice feature to have for NIPB as well...

Having pre and post build steps also allows us to specify where the ni package is located and referenced by the feed. As of 2021, when the Add to Feed option is checked in the build spec, the package is always placed in the same directory as the feed. I have a different preference on where packages are located relative to the feed.
