Enable the Pan tool when the right mouse button is held down (or both left and right buttons). Menu on right mouse button up instead of down.

Any idea that has not received any kudos within a year after posting will be automatically declined. 

Currently you can pan by using the left mouse button + Shift + Ctrl. I think it would handier to be able to use the mouse alone. Press and hold the right mouse button then drag to pan. Currently a pop-up menu appears with right mouse button down but probably should be right mouse up (which matches a typical windows right click menu action). This would free up the mouse down event.

 

There is a suggestion or two for using the mouse wheel/3rd button but that feels awkward when it's located on the mouse wheel. Another possibility is to use both mouse buttons down but there doesn't seem to be system support for that.

 

The Navigation window works but it takes up space and does not pan smoothly.

You can use Ctrl+Shift+Left Mouse Button to pan.

Trying to use LV with the mouse only is like walking on one leg. Given that the keyboard is essential for efficient programming then I'm more than happy with the current key modifiers for panning. I'd prefer less mouse gymnastics, not more!
